- On 23rd June, the Prime Minister signed a decision to establish the State-level Council to consider and present "Ho Chi Minh Award," "State Award" in literature and arts in 2016.
Accordingly, the Council Chairman is the Minister of Culture, Sports and Tourism, Mr. Nguyen Ngoc Thien. 04 Deputy Chairmen of the Council are the Deputy Minister of Culture, Sports and Tourism Le Khanh Hai (the Permanent Vice Chairman); the Deputy Head of the Central Propaganda Board Bui The Duc; the Deputy Head of the Central Board of Emulation and Rewards Vuong Van Dinh; Poet, the Chairman of the Union of Literature and Art Associations, 2012 Ho Chi Minh Award in literature and arts recipient, Nguyen Huu Thinh. Besides, there are 23 Council members.

The Council is responsible for assisting the Prime Minister in considering and selecting individual artworks or groups of artworks which are eligible and meet all set criteria. The Prime Minister then submits his proposals of the 2016 Ho Chi Minh Awards and State Awards on Literature and Arts for the President’s decision.
The proposed artworks and group of artworks are those with at least 90% of all the Council members’ votes in favor.
According to the conclusions and recommendations of Sectoral Councils and the conditions and criteria for the award, the Council then discusses and casts secret ballot for each recommended artworks or group of artworks, then make a list of 2016 nominees in each field and announces them publicly on the mass media during the 20 days since the results presented by the Council.
After reviewing the nominees and consulting comments on the mass media (if any), the Council sends document to the Central Board of Emulation and Rewards for evaluation and reporting to the Prime Minister for consideration and submission to the President.
Nominees are not allowed to join the Council.
This is the 5th “Ho Chi Minh Award” and the 4th "State Award" consideration.
