The Vietnamese military must become not only “regular, elite, and modern,” but also “agile, flexible, and digitally savvy,” Party General Secretary To Lam told the 11th Whole Military “Determined-to-Win” Emulation Congress in Hanoi on September 24.

The congress, co-hosted by the Central Military Commission and the Ministry of National Defense, reviewed five years of achievements from 2020 to 2025 and set directions for the next term.

General Secretary Lam, also Secretary of the Central Military Commission, tied the armed forces’ emulation spirit to President Ho Chi Minh’s patriotic movement, which gave rise to the enduring “Determined-to-Win” campaign.

He praised its influence beyond the ranks, where ministries, localities, businesses, and communities have embraced patriotic competition as a driver of national development and defense.

He urged the campaign to function as an “operating system” for the military’s three roles: a combat force mastering modern warfare and technology; a civic force building trust and reinforcing grassroots stability; and a production force advancing research, manufacturing, and socio-economic growth, particularly in border and island regions, while accelerating digital transformation.

On the occasion, the General Secretary presented a banner to the congress. Minister of National Defense Gen. Phan Van Giang honored exemplary units and individuals with emulation flags and merit certificates.

On the sidelines of the congress, the same evening, the exchange program “Determined-to-Win Stars” was held at the Army Radio and Television Center.
